This guide has been produced by members of Combined Industries Theft Solutions (CITS) to help those who design, build, and secure construction sites reduce the risk of theft, fraud, and related crime.

It replaces the previous CITS Guide for Theft Prevention and has been refreshed to reflect current legislation, current standards, and technology that has become available since the last edition.

The guide draws on the practical experience of CITS members, including trade associations, insurers, major contractors, plant manufacturers, and UK police forces, and incorporates proven security management practice contributed by Cannon Asset Protection Limited.

Wherever this guide refers to “prevention” it generally uses “reduction” instead, in recognition that no set of measures can guarantee that theft will never occur. The exception is where a title or clause is quoted directly from legislation or another official document, in which case the original wording is retained.
